BSA Honors Scout Leaders

Three adult Scout leaders were recently honored for dedicated service to the Susquehanna District of the Pennsylvania Dutch Council, Boy Scouts of America (BSA). Joseph F. Flaim of Troop 28, Paradise; Howie Hartman, Troop 56, Strasburg; and Donald H. Wilson, Pack and Troop 76, New Providence, are the 2022 District Award of Merit Recipients in the Susquehanna District.

Flaim has served in numerous positions, including den leader for Pack 28 for 13 years, sssistant Scoutmaster for Troop 28 for seven years and currently as popcorn chair for Pennsylvania Dutch Council, a position he has served in for several years. He is currently completing his Wood Badge Ticket.

He has earned several training and other awards in his Scouting career, including the Religious Award. He has completed New Leader Essentials, Cub Scout Basic Training, Boy Scout Basic Training, and Introduction to Outdoor Leader Skills.

Hartman is a Scouting veteran of over 10 years. His tenure has included positions both in Pack 286 as a den leader and Cubmaster as well as committee chair and assistant Scoutmaster of Troop 56. He has served as an Order of the Arrow chapter adviser for the past five years and was named Adult Arrowman of the Year in 2016.

He served on the National Youth Leadership Training staff in 2015-16 and has been part of the Council Dinner Committee. Over the past 24 months, Hartman has been instrumental in keeping Pack 286, Troop 56, and the Order of the Arrow chapter active.

Howie has earned the Den Leader's Training Award, has completed his Wood Badge (2014), and is a Vigil Honor Member of the Order of the Arrow.

Wilson is the chartered organization representative for Pack 76 and Troop 76. He is also an assistant roundtable Commissioner for the Susquehanna District. He has earned many awards during his Scouting career, including the Arrow of Light and Eagle Scout Award as a youth, Brotherhood membership in the Order of the Arrow, the Wood Badge, the Scouter's Training Award, the Scouter's Key, the Daniel Carter Beard Award, the Commissioner Arrowhead Honor, District Scouter of the Year, and the Commissioner Commendation.

His completed trainings include Introduction to Outdoor Leader Skills, Commissioner Basic Training, and Powder Horn. He has also finished the master's level in the College of Commissioner Science. He is trained in swimming water rescue and is a certified range safety officer.
