Chad Saylor named executive director

Keystone Municipal Solutions recently announced the appointment of former Dauphin County Commissioner Chad Saylor as the firm's new executive director.

Saylor has three decades of experience in government and politics, including serving the last two years as Dauphin County Commissioner. Prior to that, he was chief clerk and chief of staff for Dauphin County - serving in that role for a total of 16 years.

Founded in 2021, Keystone Municipal Solutions is headquartered in Harrisburg and provides municipalities with a broad range of interim management and professional consulting services. The firm serves municipalities of all sizes across Pennsylvania, Maryland and Delaware that may be experiencing leadership transitions or other management challenges.

In addition to temporary manager services, Keystone Municipal Solutions provides recruitment, training, professional development and mentoring services; special project assistance; strategic management consulting; and consulting for human resources, budget and finance, police operations and regionalization or shared services efforts.

Throughout his career in public service, Saylor said he has seen firsthand the challenges that many municipalities face - particularly in today's tight labor market. That's why he chose to join Keystone Municipal Solutions.

In addition to his nearly two-decade tenure with Dauphin County, Saylor spent four years as deputy chief of staff and communications director for former Lt. Gov. Jim Cawley, from 2011 through 2014. He also previously served as executive director of the Republican State Committee of Pennsylvania from 2001 to 2004.

Saylor earned his bachelor's degree from Lebanon Valley College. A long-time resident of Dauphin County, he resides in Lower Paxton Township with his wife.
